SPECIAL MEETING
September 17, 2018
The Board of Education, Community Unit School District No. 1, 149 South Elm Street, Winchester, Illinois counties of Scott, Morgan and Greene, met in Special Session on Monday September 17, 2018 at 6:00 PM in the Winchester High School Library located at 200 West Cross Street in Winchester, Illinois.
President Steve Moore presided over the meeting with the following members answering roll call: Ron Coultas, Phyllis McGuire, Trista Freeman, Jody Clanton and Joe Little. Steve Weder was absent. Also present were Superintendent David C. Roberts, Administrative Assistant Becky Lashmett, Treasurer Angie Slagle, and Principals Denny Vortman and Andy Stumpf.
JOINT BOARD DISCUSSION
This meeting was a joint meeting with the members of the Scott-Morgan Community Unit District 1 (Bluffs) for the purpose of discussing shared Superintendent options. President Moore noted that with the upcoming retirement of Superintendent Roberts, the idea of sharing a Superintendent had been brought up as not only a cost-saving measure for both districts, but also as a means to provide for the betterment of the students of Scott County.
Bluffs Superintendent Kevin Blankenship indicated he has considered this possibility and is ‘up for the challenge’, with logistics and expectations to be worked out by both boards. It was noted that the sharing of a superintendent is the only matter being considered at this time and if this option is not feasible, the Superintendent search must proceed in order to have a person in place by July 1st.
EXECUTIVE SESSION
Coultas motioned at 6:20 PM to enter into executive session for the purpose of personnel matters. McGuire seconded and roll call vote resulted: Coultas, yea; McGuire, yea; Freeman, yea; Clanton, yea; Little, yea; and Moore, yea; there being six yeas and no nays, the motion passed.
Coultas motioned at 6:41 to return to open session, with a second from McGuire. Roll call vote resulted: Coultas, yea; McGuire, yea; Freeman, yea; Clanton, yea; Little, yea; and Moore, yea; there being six yeas and no nays, the motion passed. President Moore announced the purpose of the executive session was for personnel matters; specifically discussion of compensation for a FY20 shared Superintendent, with no action to be taken at this time.
Further consideration of the sharing option will be undertaken by an ad hoc committee consisting of Joe Little and Ron Coultas. Bluffs indicated their delegates would be Gary Westermeyer and DeWayne Hart and the findings of the four would be presented to both Boards.

There being no further business, the meeting was adjourned at 6:50 PM.
