April 10, 2018           

The Board of Education, Community Unit School District No. 1, 149 South Elm Street, Winchester, Illinois counties of Scott, Morgan and Greene, met in regular session on Tuesday April 10, 2018 at 7:30 PM in the Board of Education office located at 149 South Elm Street in Winchester, Illinois.

President Steve Moore called the meeting to order with the following members answering roll call: Ron Coultas, Steve Weder, Phyllis McGuire, Jody Clanton, Joe Little and Steve Moore.  Trista Freeman entered at 7:45 PM. Also present were Superintendent David C. Roberts, WHS Principal Denny Vortman, WGS Principal Andy Stumpf, District Bookkeeper Angie Slagle and Administrative Assistant Becky Lashmett.

MINUTES / FINANCIALS

Coultas motioned, with a second from Weder, to approve the minutes of the March 13th regular meeting.  Roll call vote resulted: Coultas, yea; Weder, yea; McGuire, yea; Clanton, yea; Little; yea and Moore, yea; there being six yeas and no nays, the motion passed.

Coultas motioned, with a second from McGuire, to approve the financial reports and bills to be paid.  Roll call vote resulted: Coultas, yea; Weder, yea; McGuire, yea; Clanton, yea; Little; yea and Moore, yea; there being six yeas and no nays, the motion passed.

ADMINISTRATORS REPORTS

The principals provided an update on student activities and accomplishments as well as a report of upcoming events.  Mr. Stumpf announced a group of retired WGS teachers had donated a bench to place in front of the school in memory of Ellie Peak, and that Cara Sue and Rob Crain had also donated one.  Mr. Vortman gave an overview of proposed student handbook changes, and then introduced band/music teachers Austin Wilson and Jacob Schumacher who presented information regarding marching band academic eligibility requirements.   Mr. Roberts indicated he has been working with CTS regarding a few remaining issues with the WGS renovations last summer, as well as with City officials regarding a policing agreement and a right-of-way or easement for the proposed football bleachers.  

2018-2019 CALENDAR

Coultas motioned, with a second from Weder, to approve option #2 for the 2018-2019 school term as developed by the calendar committee.  Roll call vote resulted: Coultas, yea; Weder, yea; McGuire, yea; Freeman, yea; Clanton, yea; Little; yea and Moore, yea; there being seven yeas and no nays, the motion passed.

USE OF FACILITIES

McGuire motioned to approve the use of facilities for Emily’s Dance rehearsal and recital.  Coultas seconded the motion and roll call vote resulted: Coultas, yea; Weder, yea; McGuire, yea; Freeman, yea; Clanton, yea; Little; yea and Moore, yea; there being seven yeas and no nays, the motion passed.

CLOSED SESSION MINUTES

Freeman motioned, with a second from Coultas, to make public the minutes of closed sessions from July through December 2017.  Roll call vote resulted: Coultas, yea; Weder, yea; McGuire, yea; Freeman, yea; Clanton, yea; Little; yea and Moore, yea; there being seven yeas and no nays, the motion passed.

YEAR END BUSINESS

Diploma presenters for WGS will be Moore, Coultas and Little.  WHS presenters will be Moore, Weder and Coultas. The FY18 budget amendments have been prepared, and are on display until action in June.

FREEDOM OF INFORMATION REQUESTS /  QUESTIONS/COMMENTS  

President Moore asked the status of any outstanding Freedom of Information requests, and Superintendent Roberts reported there was one recently completed and none pending.   President Moore asked for questions or comments from the audience, and Candy Miller, president of the teachers union asked for a consultation committee meeting May 15th at 6:30 PM, noted that ‘moves’ (changes in assignment) effects teacher morale and asked what the district plans to do for current staff in the season of hiring.   Shirley Jacquot commended the 8th grade class on their behavior at the Reality Fair earlier in the day. Darin Buhlig, president of the ESP union, asked to begin contract bargaining in mid-May.                                                  

EXECUTIVE SESSION

Coultas motioned at 8:34 PM to enter into executive session for personnel and student discipline matters.  McGuire seconded the motion and roll call vote resulted: Coultas, yea; Weder, yea; McGuire, yea; Freeman, yea; Clanton, yea; Little; yea and Moore, yea; there being seven yeas and no nays, the motion passed.

McGuire motioned at 9:54 PM to return to open session, with a second from Weder.  Roll call vote resulted: Coultas, yea; Weder, yea; McGuire, yea; Freeman, yea; Clanton, yea; Little; yea and Moore, yea; there being seven yeas and no nays, the motion passed.

PERSONNEL ACTION

Little motioned, with a second from Coultas to approve Karen McLaughlin as WCC golf coach and Andria McLaughlin as WCC cheer sponsor for FY19.  Roll call vote resulted: Coultas, yea; Weder, yea; McGuire, yea; Freeman, yea; Clanton, yea; Little; yea and Moore, yea; there being seven yeas and no nays, the motion passed.

Little motioned, with a second from Weder, to employ Mike McHugh as grounds / maintenance custodial supervisor effective June 1st.  Roll call vote resulted: Coultas, yea; Weder, yea; McGuire, yea; Freeman, yea; Clanton, yea; Little; yea and Moore, yea; there being seven yeas and no nays, the motion passed.

Little motioned, with a second from Coultas, to approve Kim Gordley and Melissa Moore for summer school bus driver and aide.   Roll call vote resulted: Coultas, yea; Weder, yea; McGuire, yea; Freeman, yea; Clanton, yea; Little; yea and Moore, yea; there being seven yeas and no nays, the motion passed.

McGuire motioned, with a second from Freeman, to employ Megan Hurrelbrink as third grade teacher for FY19.  Roll call vote resulted: Coultas, no; Weder, no; McGuire, yea; Freeman, yea; Clanton, no; Little; yea and Moore, yea; there being four yeas and three nays, the motion passed.

There being no further business, the meeting was adjourned at 10:01 PM.
